The Pennsylvania Utility Law Project (PULP) is a project of Regional Housing Legal Services (RHLS).

PULP provides information, assistance, and advice about residential utility and energy matters affecting low income consumers.

We serve all of Pennsylvania and are based in Harrisburg, PA.

What We Do

PULP’s mission is to secure just and equitable access to safe and affordable utility services for Pennsylvanians experiencing poverty. We work to achieve this mission by empowering individuals and communities through representation, advocacy, education, and support.

We achieve this mission by:

  • Providing information, training and support to legal aid, nonprofit community groups and low income consumers across Pennsylvania.

  • Representing, as direct counsel or co-counsel, low income residential utility customers who qualify for help.

  • Representing the interests of low income, residential utility consumers before the Pennsylvania Public Utility Commission, the Pennsylvania Department of Human Services, and other state and federal agencies who are involved with energy or utility matters.

  • Providing consultation on legislative and administrative issues that affect low income utility consumers.
